Who Issues the GOST-R Certificate?

Most of these firms are based in Moscow. They hold expert teams across specific subject areas and can only issue certificates within their own scope. That is, no single body is authorised to issue every type of certificate. For example, a body with authorisation and experts for cosmetics cannot issue a certificate for textile products unless it has approved scope and experts in that area. If the scope does not match, the applicant is routed to a different specialist firm with the right expertise, lab capacity, and authorisation.
