What Is GOST-R?

The background to GOST-R is that countries set their own national conditions and then look for national standards alongside international ones in international trade. Just as Turkey has defined production standards and certificates that reflect them, Russia has done the same. The GOST-R certificate is the product certificate required for trade with Russia. In Russia, a product-quality certificate must be issued for every good and product sold at retail or wholesale.

Certificates with the shape and qualities of the TSE certificate that Sistem Patent Kalite issues in Turkey are a precondition in Russia for the sale of the relevant goods. The safe and legal path for imports, exports, and trade with Russia runs through the GOST-R certificate for the products you sell or plan to sell there. With this certificate, you are recognised as aligned with the Russian standards.

Products without a GOST-R certificate cannot legally enter Russia. The certificate has to be obtained. Even if you push products into Russia through non-legal routes, sales outside low-end channels will be difficult.

The Turkish production sector, whether or not it has its own production, head office, or branch in Russia, will at some point need to go through the legal steps, the certification work, and the trademark registration that selling to Russia requires. The effects of the 1997 Russian crisis have passed, Russia's export revenues have grown, and quality assurance has become more important across all imported products. Russia has standardised its approach to product quality, and from 1 October 2000 it has refused to accept imports outside those standards. Uncertified products are not permitted through Russian customs.

For products exported from Turkey, where the certificate is missing, customs will require the Russian importer to obtain a certificate, which becomes grounds for complaint or price reduction on the Russian buyer's side. Russia requires foreign firms and countries that trade with it to adopt this certificate and is working to strengthen its recognition.

Products whose conformity with Russian standards has been proven through this certificate pass customs more smoothly and gain shelf space in higher-tier retail stores in the domestic market. This raises the image of Turkish products. Most importantly, it moves Turkish products out of the 'cheap Far Eastern goods' perception and supports the brand-building of Turkish products. The net effect is better pricing and sales at fair value.

GOST-R is issued by bodies authorised by the Russian standards agency, formerly known as GOSSTANDART and now the Federal Agency on Technical Regulation and Metrology (Russian state standards), which have developed professional expertise in the assigned subject areas. Once your requirements are agreed in contract, the application starts immediately, Russian experts inspect your production site, and your certificate is ready in 30 to 45 days. This timing assumes your samples reach the laboratory on time. One advantage is that, however specialised your case, all authorised certificate-issuing firms in Moscow are available through us.

You do not need to be based in Russia or have trade operations there to sell products in Russia. Even if you simply intend to sell into Russia, bringing a Russian expert to your factory and obtaining a 3-year quality certificate will strengthen your commercial chances.

If your position is 'I already sell to Russia and I do not need a certificate', you should know that the firms buying from you are having a conformity assessment conducted on their side, in your name, to obtain the certificate. Considering certification, staying in the Russian market consistently, and building recognition in Russia are all part of a durable export plan.
