GOST-R Certificate Types
Before covering the types of GOST-R certificate, a quick note on the scheme itself. A GOST-R certificate is issued by our internationally accredited certification body based on tests carried out in laboratories accredited by the Russian State.
Where fire-safety and hygiene certification are also mandatory alongside the GOST R conformity certificate, the Russian Ministry of Emergency Situations order No. 320 of 8 July 2002 ('products subject to mandatory fire-safety certification') and Russian State Hygiene Standards order No. 325 of 15 August 2002 ('products subject to mandatory hygiene certification') apply. The hygiene and fire-safety certificates are obtained first, and the GOST quality certificate is then issued.
The GOST R certificate scheme is overseen jointly by Gosstandart and Russian Customs. The Certificate of Conformity is a written confirmation that the products meet the Russian safety standards and is a precondition for placing the product on the Russian market at the customs point of entry. Since 1 January 1998, the Russian constitution has required all products subject to mandatory certification destined for Russia to carry the conformity mark.
Hygiene Certificate
The GSEN hygiene certificate is required in Russia under the 'Consumer Rights Protection Law' for products that affect public health and serves as the basis for the quality certificate. Food consumed by adults and children, clothing worn on the body, cosmetic products applied to the skin, materials used in food packaging and processing equipment, and the chemical compounds of furniture and metals all require a hygiene certificate, which underpins the GOST-R certificate.
Principal Areas Requiring a GSEN Hygiene Certificate
- All food and beverages that come into contact with the human body
- Cosmetic products such as fragrances and perfumes absorbed by inhalation or through the skin
- Clothing that comes into contact with the human body, and other household textiles such as sheets and towels
- Machinery and equipment used in food production
- Materials used in food packaging
- Engineered wood materials such as particleboard and MDF used in furniture
- Toys and all children's goods
- Household chemicals
- Paints and other chemical products intended for human use
- Industrial machinery (in terms of noise and vibration)
- Products that emit or generate electromagnetic fields
The hygiene certificate is regularly checked at Russian customs and in the domestic market at warehouses, stores, and retail outlets where the relevant products are sold, by state officials and consumers alike.

Types of Hygiene Certification
Hygiene certificates are primarily issued against specific products, against service delivery, or against the technical specifications of applied processes. Product-level hygiene certificates are particularly relevant for manufacturers outside Russia that export into Russia. Samples taken from the products are tested against the relevant documentation to check whether they comply with the norms recognised in Russia.
