What Is a GOST-R Certificate?
The GOST-R certificate, also known as the GOST-R document, is a certificate required for every good sold at wholesale or retail within the borders of the Russian Federation. It is issued by Sistem Patent Kalite, as a certification and testing-consultancy firm.
The GOST-R certificate has been mandatory since 1 October 2000. Its importance was reinforced in November 2004 when Russian customs closed the cargo and luggage trade channels, and firms once again turned to the certificate as the formal channel. The GOST-R certificate, as the Russian Federation's product standard, is broadly equivalent in content to ISO, TSE, and CE schemes. It is requested at customs alongside customs documentation, and it is also checked during state inspections in retail outlets and stores in the domestic market. The legal and safe path for trade and product sales with Russia runs through certification of the products you manufacture. The 1997 Russian crisis made quality assurance a higher priority for all imported and exported goods.
Quality certification is mandatory for certain products and services, and optional on request for others. Where GOST R is mandatory, the certificate is issued in yellow. Where it is obtained on a voluntary basis, the certificate is issued in blue. Under the Russian state standards legislation of 30 July 2002 on products and services subject to mandatory quality certification, a yellow GOST R certificate is required.
A GOST R certificate is issued by certification centres accredited by the Russian State, based on test protocols produced by state-accredited laboratories. Where fire-safety and hygiene certification are also required alongside the GOST-R conformity certificate, under Russian Ministry of Emergency Situations order No. 320 of 8 July 2002 ('products subject to mandatory fire-safety certification') and Russian State Hygiene Standards order No. 325 of 15 August 2002 ('products subject to mandatory hygiene certification'), the hygiene and fire-safety certificates are obtained first, and the GOST-R quality certificate is then issued.
