Russia Technical Specification (Technical Regulations)

Russia's Technical Regulations set out the methods that govern the relationship between product and service providers (manufacturers or sellers) and consumers in the Russian Federation. The legal framework around conformity certification continues to evolve, and every company entering the Russian market faces a complex web of requirements.

Rather than covering every detail of that framework, this article sets out the key points linked to conformity certification and the underlying regulatory context.

Following economic reform, Russia adopted the Law on the Protection of Consumer Rights in 1992, which made the government responsible for maintaining the list of products and services that require certification. By the end of 2002, many laws and amendments covering standardization, product and service certification, public health and epidemiological safety, food-product quality and safety, and fire safety had been enacted and amended. The most recent, the Federal Law on Technical Regulation, came into force on 27 December 2002.

The objective of the technical regulations is to balance, on one side, the free movement of commercial products in the market, and on the other side, the protection of human life, health, and property, environmental safety, the protection of plants and animals, and the prevention of practices that mislead consumers. The law's normative basis will include technical regulations covering the minimum safety requirements for different product classes, informed by the level of risk each category carries. In other words, the state will guarantee only product safety, making safety standards mandatory for all. Beyond the national-standard scope, all other standards will apply on a voluntary basis. No one benefits from producing poor-quality goods, and in free-market conditions, every manufacturer will seek conformity certification even for products not covered by the technical regulations.
