Russia Exemption Letter (Not-Required Letter)

The Russia Exemption Letter is connected to the product lists that the Russian Customs Commission (GTK) publishes every six months, identifying which products need formal certificates at customs.

For products that fall outside the published lists, an Exemption Letter (Rejection Letter) must be obtained and included in the customs documentation. The letter can also be used in the domestic market and is issued per consignment. The VNIIS Institute in Moscow is the body authorized to issue these letters.
