What Is a GMP Cosmetic Certificate?

The GMP cosmetic certificate is a quality approach to manufacturing. It drives professional working practices among production staff and supports the release of safe, reliable cosmetic products.

Across the global cosmetics sector, the cosmetic market accounts for roughly a third of broader industry activity and continues to grow year on year, particularly in regions with large Muslim-majority populations. Market data indicates that the Middle East cosmetic market alone grows at around 12% per year.

In Turkey, roughly 170,000 cosmetic products are distributed across the domestic market, of which around 46,000 are locally produced. The number of registered cosmetic-production firms is estimated at around 3,000. According to a study by the Ministry of Economy, 2,735 of these firms exported cosmetic products in 2011. Turkey's largest cosmetic export markets are Iraq, Iran, and Russia, followed by Azerbaijan, Germany, and Romania. Among exported products, deodorants and shaving products take the largest share. The Turkish Standards Institution (TSE) issues the GMP certificate for cosmetic producers through its chemicals-sector certification directorate. Once the production-site review, tests, and inspections for the product under application return positive results, the applicant firm signs the certification agreement and gains the right to use the corresponding mark.

The GMP cosmetic certificate addresses the full set of baseline attributes a cosmetic production facility must have, with specific criteria for each production stage. The production area, the environment, the tools, the equipment, the production stages, the staff, and the raw-material inputs are each reviewed for quality and reliability, and each is brought under documented control. GMP / ISO 22716 covers the pharmaceutical, medical, cosmetic, and food sectors. Under the Cosmetic Law, detergents and cleaning products are classified as cosmetics, which brings that sector under the same certification scope.

Under the GMP certificate, TSE conducts interim checks at defined intervals, during which samples are taken and the production site is inspected. The GMP (Good Manufacturing Practice) certificate is valid for 3 years.
