How the Service Competency Certificate is obtained

Firms seeking the certificate file their application at the Sistem Patent Kalite regional directorate or representation in their province. If an applicant wants to apply to an office outside their province, the application is accepted on written approval.

The production sites are first reviewed to confirm that the product requirements and the standard published by Sistem Patent Kalite are met (floor area, ceiling height, and similar site parameters). The auditors then check whether a periodic product-review system is in place and review the quality management system that keeps product consistency under control over time. Raw materials must also meet the applicable quality level defined in the standard. The flow from raw-material intake to finished-product release must run to the defined standard and stay consistent. Selected members of the production workforce need to have completed defined training. The quality controls required by the applicable standard are then carried out, and all records are kept under the quality management system in a form that supports retrospective review. The tests and inspections required by the standard are carried out on a continuing basis.

Our Sistem Patent Kalite auditors attend the site and assess the applicant against the relevant TSE standard. If no nonconformity is found, the certification decision is taken. If the testing and site review are closed without issues, the HYB certificate is issued with a 12-month validity period and a yearly surveillance audit. Some of these tests can run in accredited laboratories equipped to perform them. The certificate is renewed once a year against payment of the renewal fee, with the previous certificate and the fee receipt submitted to Sistem Patent Kalite. Every two years a renewal application triggers a fresh site visit by our auditors, and the renewal is processed if no nonconformity is found.
